General Congress

The General Congress, which includes all registered members and all executives, is the supreme decision making body of the association.

 

The General Congress reviews the constitution of the association as and when necessary and monitors and evaluates its operations.

 

This body also performs the function of an Electoral College, to elect the National Executive Council.

National Executive Council

The National Executive Council, which includes only elected regional executives, is empowered to run the day-to-day affairs of the association.

 

The National Executive Council:

  • Formulates policies within the framework of the constitution of the Association.
  • Ensures the implementation of activities leading to the realisation of the objectives of the Association.
  • May set up sub-committees and units to carry out specific tasks and where these exist, the council coordinates, supervises and monitors their activities.
  • Deliberates in an objective manner on decisions by the General Congress and suggests modifications where necessary to ensure that they can be successfully implemented.
  • Monitors the progress of projects and programs to ascertain whether work schedules are being met, resources are utilised efficiently and whether there are any emerging problems.
  • On the completion of a program or project, evaluates its impacts on the target group and advises the General Congress as to whether the intervention has brought about the desired impact.
  • Organizes the Annual General Meeting and reports to the General Congress at every such meeting.
  • Has disciplinary powers over National Executive Council members, Regional Executive Council members and other members.
  • Has the power to invite any registered member to serve the association, if it believes that such a person’s expertise can be used for the development and advancement of the association.

 

In general, the National Executive Council assists the association to be more efficient and effective in its activities and be very sensitive to the needs of members.

Regional Executive Council

The Regional Executives, which include only registered members within the region elected to various positions, are empowered to run the daily affairs of the regional associations.

 

The Regional Executives:

  • Formulate policies within the framework of the constitution and operationalize the constitution of the Association.
  • May set up sub-committees and units to carry out specific tasks and where these exist, the Regional Executives coordinate, supervise and monitor their activities.
  • Deliberates in an objective manner on decisions by the National Executive Council and suggest modifications.
  • Monitor the progress of projects and program activities to ascertain whether work schedules are being met, resources are utilised efficiently and whether there are any emerging problems.
  • On the completion of a program or project, evaluates its impacts on the target group and advises the registered members and the National Executive Council as to whether the intervention has brought about the desired impact.
  • Organise both emergency and Annual General Meeting in their respective regions.
  • Have disciplinary power over Regional Executive members and other members.
  • Have the power to invite any registered member to serve the association; if they believe that such a person’s expertise can be used for the development and advancement of the association.

 

The Regional Executives consist of an elected Chairman/Chairperson, First Vice Chairman/Chairperson, Second Vice Chairman/Chairperson, General Secretary, Deputy General Secretary, Financial Secretary, Deputy Financial Secretary, Treasurer, Organizing Secretary, Deputy Organizing Secretary, Public Relation Officer, Deputy Public Relation Officer, Protocol Officer, Deputy Protocol Officer, Head of foreigners, Deputy Head of foreigners.

Sub-Committees

Disciplinary committee, Politics Committee, Welfare Committee and Planning Committee all form subcommittees under both the National Executives Council and Regional Executives.
